The issue is until yesterday we all were practicing competitive approaches and believed in risk transferring. Suddenly, our contractual model has changed and now we are supposed to collaborate, be flexible and still maintain our profits. Our organizational culture has not coped and our project management methodology has not adopted with this major shift to address its fast paced, iterative and flexible scope. None of waterfall, nor agile or practiced hybrid models in other industries can address the needs of some of today’s infrastructure projects.
